Maffer Dragonhand is a Council Member in Durance of Hate Level 3. Maffer belongs to the group of three Superunique members of the High Council found on level three of the Durance of Hate. Only Mephisto must be killed on that level -- Maffer and the other Council Members are not required to finish The Guardian quest and advance to Act Four. Like all Council Members, Maffer casts the pink lightning attack 'Blizzshock', and can cast Hydras. Blizzshock Damage: 8-30 / 44-72 / 92-128 Hydra Damage: 8-11 / 18-23 / 42-52
