He (and the others) must be killed to complete the The Blackened Temple quest, which will enable your character to enter the Durance of Hate. Like all Council Members, Ismail casts the pink lightning attack 'Blizzshock', and can cast Hydras. Blizzshock Damage: 8-30 / 44-72 / 92-128 Hydra Damage: 5-7 / 14-18 / 33-42
