Description

Take special note of the Diadem's high qLvl (quality level): if an item's qLvl is greater than its iLvl (item level), then the iLvl is raised to equal value.

Key details

In addition to their qLvl, Diadems possess a magic level of 18 that is added to their iLvl for a total of 103 (capped at 99).
Affix levels are dependent on the final iLvl an item is given; thus, any Diadem may spawn the highest level affixes regardless of where it's found.
That last point is especially important when re-rolling items via cube.
A player may continuously reset a Diadem's modifiers as many times as they wish - the quality and magic levels will always stay the same.

You can imbue a Diadem at the end of the Tools of the Trade quest at any character level and you'll have the same item generation as you would with a level 99 character.
